The "Rural Georgia Jobs and Growth Act", authorizes horse racing and parimutuel betting in Georgia.  It will also need a House Resolution (HR 184) and a constitutional amendment ratified by Georgia Voters to take effect.  Betters must be at least 21 years of age and can only do so in one of three licensed "Equestrian Facilities" which may include "convention facilities, attractions, entertainment facilities, service centers and shopping centers" and can be located throughout the state (so long as they are at least 125 miles apart from one-another and there is a minimum $125 million investment; or the facility is within 50 miles of the Atlanta airport and has a minimum $125 investment).  These facilities may operate, and serve alcohol, 24 hours a day.  It is the "intent" of this legislation that the taxes (20 percent of monthly net receipts) generated from wagering machines be used to fund education, health care and rural development.

This is a constitutional amendment that, if approved by voters, authorizes limited casino gaming (purportedly,  horse racing a parimutuel gambling) in Georgia at licenses destination resort facilities.  It's companion legislation is SB 45.  If passed, the General Assembly could then define and limit these resorts, regulate and license the gambling, and provide for other matters relating to gambling.  The General Assembly could then, by statute, require that the taxes derived from this be used for educational purposes and the regulation of gambling, which may include programs for the prevention and treatment of compulsive and addictive gambling.
